(파워인터뷰) 이윤호 기자 = 국제투명성기구(회장 위겟라벨르 Huguette Labelle)는 5월 14일부터 16일까지 서울 올림픽 파크텔에서 열린 아시아 태평양 지역 대표 회의 폐회식 성명서를 통해 투명사회협약 재활성화를 한국정부에 요청했다.

이번 회의는 아태지역 26개국에서 70명이 참가하였다.

국제투명성기구 아태지역을 대표하는 이번 회의 참가자들은 또한 지난 14일(월) 한국투명성기구(회장 김거성)와 국회의원회관(소회의실)에서 우리나라 제19대 국회의원 당선자가 함께하는 청렴협약식을 개최한바 있다.

투명사회협약의 재활성화를 요청합니다

우리 국제투명성기구 아시아 태평양 지역 2012년 프로그램 회의의 참가자들은 한국의 거리를 보면서 정말 아름답고 깨끗하다고 감탄하였습니다. 또한 우리는 한국 사람들의 친절함과 환대, 특히 청렴협약에 서명한 국회의원들과 청소년들, 그리고 우리를 만찬에 초청해 준 김영란 국민권익위원회 위원장에게 마음 깊이 감사드립니다.

지속가능한 반부패 시스템(sustainable integrity system)은 한국에서 뿐만 아니라 우리 지역에서 나아가 지구적인 차원에서 추구되어야 할 과제입니다. 이를 실현하기 위해서는 반부패 기관이나 NGO의 노력 뿐만 아니라 공공, 정치, 기업부문 등 다양한 영역의 모든 역할자들이 함께 이를 과제로 인식하고 실천해 나가는 것이 필수적입니다.

이런 관점에서 국제투명성기구는 한국에서 지난 2005년 3월 9일 체결된 투명사회협약이 이러한 종합적인 접근방법의 역할 모델이 된다고 평가해왔습니다. 우리 국제투명성기구 참가자들은 이 투명사회협약에 대한 한국 정부의 지원이 지난 2008년 중단되었고, 몇몇 지역 차원에서만 그 명맥을 이어가고 있는 것을 안타깝게 생각합니다.

이에 우리는 한국 정부와 국회, 그리고 기업 부문에 시민사회가 요청하고 있는 바와 같이 투명사회협약의 재활성화를 위해 깊이 재고해 줄 것을 정중하게 요청합니다. 우리는 이런 변화가 한국이 국제투명성기구가 발표하는 부패인식지수에서의 최근의 후퇴를 딛고 다시 큰 개선을 이룩하는 계기가 될 것이라 확신합니다. 나아가 우리는 한국이 국제사회에서 반부패운동의 역할모델로서 우뚝 서 줄 것을 기대합니다.

우리 국제투명성기구 아태지역 회의 참가자들은 각각의 나라에서도 그런 변화의 촉발자로서의 역할을 최선을 다해 담당해 나갈 것입니다.

Requesting for the Revitalisation of K-PACT

We, Directors and delegates of 21 Chapters of Transparency International in Asia Pacific, are amazed by the seemingly clean and beautiful scenes of South Korea. We warmly welcome the signing of the integrity pledge by the newly-elected Parliamentarians, as witnessed by the youth. We are also grateful to the Korean people and to Ms. Kim Young-Ran, ACRC’s Chairperson’s hospitality.

A sustainable integrity system must be on the agenda not only for South Korea but also for all other countries. The accomplishment of this agenda will not be possible only through the public sector, and anti-corruption agency’s efforts. We need strong participation and active involvement from all sectors, including the private sector and civil society.

In this regard, Transparency International has evaluated the K-PACT, signed on March 9 2005, as a role model for a holistic approach. We, the participants, deeply regret that the K-PACT was stopped except in some local areas.

Thus, we sincerely request the South Korean government, National Assembly and the private sector to seriously consider the revitalization of the K-PACT, to return to the fight against corruption. We believe that this change will be a positive gesture of the Korean government and the Parliament to substantiate its commitment to the fight against corruption to the world. South Korea should become a role model for the newly emerging democratic countries by demonstrating its strong political will and mobilization of citizen participation.

We, Directors and delegates of 21 Chapters of Transparency International in Asia Pacific, will stand together with civil society in South Korea to catalyse this change and promote the struggle for transparency, integrity and accountability in our respective countries.
